Sipar is an Organization of International Solidarity created in 1982 in France to help refugees from South East Asia through educational programs.
In 1991, Sipar came to Cambodia and took part in the rehabilitation and the development of this country by strengthening its educational system.
Sipar is today one of the main actors in the educational field, combating illiteracy among young people and adults through the dissemination and the promotion of books and reading for all.
Thus, since 20 years, Sipar has developed a network of various places for reading, fixed and mobile, in order to support reading development in Cambodia: fixed libraries in Primary Schools or in prisons, mobile libraries in communities, preschools or orphanages of Phnom Penh, Kandal and Kompong Speu, in centers for vulnerable women and children or even Disabled Children Rehabilitation Centers.
It has also implemented some reading corners in the communities in many provinces or in hospitals in Phnom Penh. Lately, it even launched the concept of mobile librarians to extend its reach.
Sipar implements its program in remote and disadvantaged communities.
In addition, Sipar, aware of the publishing situation in Cambodia, and the lack of quality books in the Khmer language for young people, initiated a publishing program in 2000, with several series - literary and educational books- for readers from toddlers to adults.
These programs continue to function thanks to the generosity of donors and partners.
